MCSD School Board members serve on several subcommittees that involve a variety of aspects. If you have any questions or concerns related to a committee area, please feel free to contact any of the committee members. The board members are currently serving on the following:

Objective

Advisory Committee on Intergovernmental Relations (ACIR)

Sean Heitmann

The board president and superintendent serve on this committee that includes representatives from all taxing entities in Marshall County.  Meetings focus on funding streams, budget development and effective/efficient use of taxpayer dollars.

Equity

Leah Stanley & Karina Hernandez

The district Equity Coordinator is responsible for coordinating efforts to comply with federal and state laws regarding nondiscriminatory educational programs and hiring practices.  This committee meets quarterly throughout the school year to review practices of the district for compliance with the Equity Review Process of the Iowa Department of Education.  

Facilities

Sara Faltys, Liz Wise, Zach Wahl

This committee meets throughout the year to study progress toward completion of projects outlined in the Capital Improvement Plan and Facility Plan of the district.  The committee then makes recommendations to the entire board regarding projects, timelines and funding. Three board members serve on this committee. 

Finance/Audit

Zach Wahl, Leah Stanley, Sean Heitmann

As the budget of the district is being developed, this committee reviews progress to ensure compliance with state law, financial policies of the district and directives of the board.  The committee then makes recommendations to the entire board regarding development and adoption of the budget. The committee also is a part of the audit of the district finances and is included in the presentation of reports to the district and subsequently to the board.  

Benefits Advisory

Sean Heitmann, Sara Faltys, Liz Wise

This committee meets to review and recommend an insurance package including medical, dental, and vision insurance for district employees to the Board. Committee members do not change from year to year.

School Improvement Advisory Committee (SIAC)

Karina Hernandez, Leah Stanley, Maria Morales

The committee, made up of district employees, students, and community members, meets three evenings during the school year. The committee reviews progress data, makes goal recommendations to the board, and informs the general community about activities of the district.

Teacher Quality (TQ)

A highly competent teacher workforce is a critical foundation for continually improving children’s educational outcomes. The Director of Instruction is responsible for this committee composed of teachers, administrators, parents and community members. The TQ Committee monitors teacher performance, compensation and career development.

Lau Leadership

Maria Morales

This committee has not been very active over the past few years.  It is necessary for the committee to again meet regularly as the state requires every district to comply with the new Lau Plan and other recent legislation.  The purpose of the committee is for board members, district teaching and administrative staff, and parents to monitor the language acquisition programs and practices within the district.  When changes appear advantageous, recommendations are made for board consideration.

Auditorium Foundation

Historically, the board president and superintendent serve on this community /school district board.  Meetings are usually held 2-3 times per year at 7 AM for the purpose of maintaining the Marshalltown Performing Arts Center (Auditorium) as a facility we can all be proud of to have in Marshalltown.

Frank Pierce Trust

Through the trust, low interest loans are available for qualified college students.  The board president serves on this selection committee as defined in the will of Frank Pierce.  

Health and Wellness

Liz Wise

This committee advises the District on the development, implementation and improvement of student wellness. Committee goals include nutrition education and promotion, physical activity and other school based activities that promote wellness. 

IASB Delegates

Sean Heitmann (Voting Delegate)

The board’s voting delegate at the IASB Delegate Assembly is usually the board president. The Delegate Assembly will meet in Des Moines the morning of the Annual Pre-Conference day (Weds.) to vote on priorities for the upcoming legislative session and to elect officers.

Labor Management Committee (LMC)

Historically, this committee meets quarterly between September and May; however, it is often canceled due to a lack of topics to discuss. This meeting provides an opportunity for stewards of the Teamster groups and their representative to meet with management. Management consists of the superintendent’s cabinet, one board member, and the superintendent. This meeting provides an opportunity to discuss and resolve matters of mutual interest that are not subject to a formal grievance process.

Marshall County Conference Board

The board consists of three units of Marshall County; the mayors of all incorporated cities, one representative of each school board, and members of the board of supervisors.  The main function of the Conference Board is approval of the fiscal year budget for the County Assessor.  This is done during the only two meetings of the board (usually in January or early February).  

District Attendance Committee

This committee monitors districtwide attendance and chronic absenteeism. The committee is made up of the superintendent, district attendance coordinator, board members and representatives from each buildings’ attendance team.

Marshalltown Public Art Committee (M-PAC)

The board member working on this committee works as a liaison to the committee in the review of public art that is placed in school buildings, on school property and within the community.  

MEA Internal Communications

Sean Heitmann

Between September and May, representatives of the MEA and administrators meet to discuss issues of concern that do not fall under the grievance terms of our negotiated agreement. This meeting is usually the last Friday of every other month at 7:00 AM. The board president attends as a way of monitoring progress toward resolution that is mutually beneficial.

Technology Advisory

The technology advisory committee’s purpose is to advise Technology and Curriculum Departments on key aspects of the use of technology by students and staff. These key aspects include data analysis, planning of policies and procedures, resources allocated to technology and the use of technology in the classroom.This committee meets quarterly and a board member may be included. This committee is not subject to the open meetings law. 

Negotiations – Administrators

The board president and vice president usually serve on this ‘meet and confer’ with representatives of building and district administration. There are usually 1-2 meetings as compensation and fringe benefits for the following year are discussed, with the understanding the board has the sole discretion over the decision.

This is a ‘meet and confer’ negotiation where representatives of the secretaries meet with representatives from the district to discuss what compensation will be for the following year, with the board having sole discretion over the decision. This process usually involves 1 meeting.

This is a ‘meet and confer’ negotiation where representatives of the bus drivers meet with representatives from the district to discuss what compensation will be for the following year, with the board having sole discretion over the decision. This process usually involves 1 meeting.

This employee group is represented by a few employees and a negotiator from Teamsters Local 238.  There are usually only 1-2 meetings with this group before settlement is reached.

Negotiations – MEA

Several MCSD teachers serve on the committee and have as their chief spokesperson the Mid-Iowa UniServe Unit Director of the Iowa State Education Association (ISEA).  The superintendent, finance director, human resources director and two board members serve on the district side of the committee, with our local counsel as the chief spokesperson.
